With China's rapid economic development, the construction of public ethics has become the focus of the society in transition period. On one hand, disscusions on public ethics have been carried out in a wide range of academic areas, and social researches also has been made on the basis of differdent perspectives. In a word, we have made a progress.However, there are significant arguments related to basic issues of public ethics, such as the definition, the nature of this subject and other fundamental issues.They are still hotly debated. On the other hand,the construction of public ethics, although in practice we have got some achievements, but the absence of the public ethics is in reality, especially when it comes to governmental organizations.At present,the phenomenon of moral absence is undeniable during the economic and social development process, which has caused the widespread concern of the whole society. So,the construction of public ethics is even more urgent. Therefore, the in-depth study on how to strengthen the construction of the public ethics in Chinese society nowadays is quite significant both theoretically and practically.In this paper, seveal kinds of methodologis such as the literature analysis, the interpretation of the concept, the phenomenon of induction and other research methods are used to review and summarize the previous theoretical researches and literature. On the basis of combining theory and practice, point out that the focus of social ethics construction is to confirm the public administration ethics as the core, to emphasize on the main building and the special feature, to sum up the achievements, to identify the main problems from the political, economic, and cultural perspectives. Furthermore, suggestions and recommendations are given.
