In the new era,the social economy is developing rapidly,and the main social contradictions in our country have changed.The people’s quality,education level,and economic conditions in ethnic minority areas have undergone major changes,and new development needs have emerged,and higher requirements have been placed on regional ethnic autonomy.The system of regional ethnic autonomy is a basic political system of our country.Upholding and improving the system of regional ethnic autonomy is an important aspect of forging the consciousness of the Chinese nation’s community.Autonomy regulations are an important part of the system of ethnic regional autonomy.Through a long period of exploration and practice,the regional autonomy of Hunan Province has emerged as a distribution pattern of "one state and seven counties",gradually transforming into ethnic characteristics and specialization.However,with the advancement of the legalization of ethnic affairs,most of the current autonomy regulations of the "one prefecture and seven counties" in Hunan Province are obviously lagging behind.Many problems have been exposed in practice,and it is difficult to meet the needs of the current ethnic regional autonomous areas for the development of characteristics.How to scientifically and rationally perfect the autonomous regulations to meet the actual needs of the development and practice of ethnic regional autonomy in Hunan Province has become an important issue that needs to be resolved in the process of legal construction in Hunan Province.Under the new development environment,the "one state and seven counties" ethnic regional autonomy in Hunan Province must be consistent with the party and the state’s strategic deployment and major decision-making,further revise the ethnic regional autonomy regulations,improve the ethnic regional autonomy system,and promote the rule of law in ethnic affairs Process,promote and improve the rule of law and characteristic of ethnic affairs.This research selects Hunan Province’s "one prefecture and seven counties" ethnic regional autonomy regulations as the research object,and conducts research on the revision and improvement of autonomous regulations based on the ethnic regional autonomy legislation and the legislative flexibility and limits of the autonomous regulations.First of all,closely integrating the history and current situation of the ethnic regional autonomy of the "one state and seven counties" in Hunan Province,using empirical analysis,text analysis,and comparative analysis to trace the process of formulation and revision of the "one state and seven counties" autonomous regulations,The specific content and implementation effect of the legislative text are evaluated and analyzed.Then,it can be concluded that Hunan Province’s "one prefecture and seven counties" autonomous regulations have problems such as lagging legislation content,insufficient ethnic and local characteristics,insufficient legislative team building and legislative capacity,and lack of legal liability norms and legal remedies.Finally,in conjunction with the specific legal texts of the "One State and Seven Counties" Ethnic Regional Autonomy Regulations in Hunan Province,specific suggestions for the revision and improvement of the autonomous regulations are put forward from the perspectives of principled requirements,characteristic development,sound legal system,and enhancement of legislative capabilities..The thesis focuses on the "one prefecture and seven counties" in Hunan Province.Based on the rich legal texts and practical data,the proposed amendment and improvement of the autonomous regulations have unique insights.The research results closely integrate local characteristics and development needs,effectively promote the progress of the "one state and seven counties" ethnic regional autonomy legislation,and fully protect the legitimate rights and interests of ethnic minorities,which can better guide the legal development of ethnic regional autonomy in Hunan Province.This is of great and far-reaching significance for Hunan Province to further uphold and improve the ethnic regional autonomy system,advance the process of governing the province according to law,accelerate economic and social development,and promote the unity and prosperity of all ethnic groups.
