Smart Power Diplomatic Strategy Research Of Obama Administration

In 2008, Obama President won the White House with the "Change" banner, facing the diplomatic heritage of Bush Administration, the new government began diplomatic reform, proposed the "smart power" diplomatic strategy, and applied to America's diplomatic practices. The essence of this strategy is to combine soft and hard power to maintain U.S. "world leadership". As the superpower of the world, the United States occupy "leadership" status in international pattern, so its diplomatic strategy changes will inevitably impact on the world situation. Sino-Us relations is one of the most important bilateral relationships in the world, what prospects of Sino-U.S. relations will be will do direct effects on Sino-U.S. bilateral relations and national interests. In order to seek the advantage in strategic situation and international environment in Sino-U.S. relations, when Obama Administration takes office, Sino-US relations have become implementation and key areas of application of "smart power" strategy. With combing soft and hard power and applying alternately, "smart power" diplomatic strategy leads Sino-U. S. relations experienced ups and downs. Therefore, it is quite necessary to take attention and research on "smart power" diplomatic strategy.The purpose of this paper is to make a systematic research on "smart power" diplomatic strategy of Obama Administration, to affirm "smart power" diplomatic strategy is the shift of U.S. foreign policy, to analyze the origin and connotation of "smart power" from theoretical perspective and analyze the application of "smart power" in Sino-U.S. relations from practical perspective, and advise China Administration for replying "smart power" diplomatic strategy. The paper starts with the origin and development of the "smart power", analyzing the connotation and the features of the "smart power" to hold its real connotation essentially. Secondly, by analyzing the "smart power" diplomatic strategy's profound background, interpreting Obama's new diplomacy under the guidance of "smart power" diplomatic strategy, and explaining the transformation limits of it. Thirdly, from practical perspective analyze the "smart power" diplomatic strategy in the use of Sino-US relations in stages, explain the positive impact and challenge of "smart power" diplomatic strategy on Sino-US relations, and develop strategies for coping with "smart power" diplomatic strategy.
