Since assuming power, the Barack Obama Administration has been implementing the Smart Power Strategy. The Strategy was proposed against profound backgrounds which can be analysed from international, domestic and individual levels. Smart Power is the skillfiul combination of hard power and soft power. The CSIS Smart Power commission believes that the Smart Power Strategy, a big idea which is rich in content, should be based on three principles. Facts have proven that the Smart Power Strategy has had an influence on the Obama Administration's foreign policies, including its anti-terrorism policy, its policies against major countries and what it assumes enemy countries and also its climate and enegy policies. Implementing Smart Power Strategy does good to America's international image, but to be worth mentioning, the strategy is still targeted at maintaining America's leadership. Restricted by many factors, this strategy does not hold much prospects. The Obama administration, with the guidance of this strategy, increased its engagement with China, which produced some good results for this bilateral relation. But what we should notice is that the Obama Adminitration, on the one hand, improves its engagment with China, while, on the other hand, continues to contain China, which makes its Smart Power foreign policy toward China essentially the same as other administrations'.
