Study On Construction Of New Socialist Countryside Culture

Any society is a dynamic and organic system constituted by the characters of specific features of times of economy, politics and culture, in which progressive culture stands as the intellectual support and spiritual power for the comprehensive, harmonious and stable social development. As is known to all, China is a large agricultural nation, and the number of farmers accounts for the majority of the nation's population. Therefore, matters concerning farmers are of vital importance to the nation's stability and development in the future. At present China is in an initial and new-pattern development stage of socialism. The development of economy, politics and culture of new countryside is vigorous. However, as an important part of the economy and politics, cultural development of the new countryside has been seeing new changes and new trends and facing new opportunities for development. With the social progress and economic development, cultural demands of farmers become more and more strong and broad. Satisfaction to such demands has been attached much importance by the Central Party Committee, the State Council, local governments as well as the related departments.Current status of the farmers'needs for culture and the shortcomings of the cultural construction should be in first consideration. Great importance should be paid to the comprehensive implementation of the spirit by the Party on cultural construction of new countryside by playing it in an important position to have its role and significance fully displayed.This article contains three major parts, the introduction, the main body and conclusion. The main body includes four chapters.The INTRODUCTION is mainly about the background, significance, trends of domestic and abroad, and methods of the study.Chapter I is an outline about the cultural construction of new socialist countryside. First of all, it discusses the basic concept of culture and rural culture. Secondly it talks about the connotation of the cultural construction of the new socialist contryside. This is also theoretical base for the whole study. Chapter II is about the role,basic principles and strategic significance of cultural construction of new socialist countryside. Aim of this chapter is to point out the necessity of the cultural construction of the new socialist countryside.Chapter III is the analysis of the current status of the cultural construction. First of all, it discusses the theory of cultural needs. Secondly, it briefly analyzes the existing problems in the construction. This analysis is mainly based on the data of the China Statistical Yearbook 2010 concerning the current status of the cultural needs of farmers. Conclusion is obtained by comparison of the data of Yearbook 2010 with that of other years. Thirdly, it concludes the achievements and the inadequacies to make preparation for further explanations in the next chapter.Chapter IV is about the designs of ways for the cultural construction. It mainly discusses how to deal with the relations between centralized culture and pluralistic culture, relations between foreign culture and local culture, and relations between cultural inheritance and cultural innovation. Thus it concludes that the construction of the culture of new countryside be implemented in the perspective of plural range,including constructions of public cultural service system, public cultural facilities, protection system of intangible cultural heritage of rural areas, industralization of rural culture, and promotion of religion into the cultural construction of new socialist countryside. Meanwhile this chapter not only explains the duties of guidances and supervisations by the functional units of the related governments but also set forth relevant recommendations and suggestions.The CONCLUSION briefly reviews and summarizes the whole text and explains the aims of the study.
