| Chinese People's Liberation Army under the leadership of the Communist Party is the people's army and consolidate national defense and the backbone to resist foreign aggression, is the cornerstone of social stability and unity. China is a socialist country and take a proper resettlement measures of the retirement from active military cadres , conducive to maintaining the stability of the army, which has been clearly defined by the relevant laws and regulations in our country. Therefore, transferring retired military cadres to regional ministrations is an important personnel system for the government as well as the PLA. Since the founding of China, The placement of China's demobilized cadres is based on mandatory resettlement plans that demobilized cadres retiring from active service are assigned by the party committee and government to the party, government organs, enterprises and institutions. However, as a product of the planned economic system, the simple settlement model can hardly adapt to the development of market economy. The year of 2001 has witnessed a profound change in the placement of demobilized army cadres, the coexistence of resettlement system and their own career planning which enabled some military cadres out of active duty to choose jobs on their own. This strategic decision made by the party and the government is based on the comprehensive consideration of the overall situation of reform and opening up and modernization of China. The establishment and implementation of their own jobs resettlement system,marking the substantial breakthroughs t of our way to reform the armed forces demobilized cadres , marking an important step toward the development of transformation of placement of demobilized military cadres in China .In addition, it is a major initiative to strengthen national defense and army building and is a important step to establish the institutional system of army cadres with Chinese characteristics demanded by socialistic market economy.As so far, the demobilized resettlement policy of choosing their own jobs has been implemented for 10 years and 116,000 demobilized cadres have chosen it ,which promoted the reform of military cadre personnel system , reduced the placement pressure upon the Party and the government. As a new thing incontemporary Chinese society , the independent careers system has thea landmark meaning,having the effectiveness of reform in obtaining resettlement and exposing some problems. Therefore, it is necessary to combine theory and practice on the basis of this new system for serious analysis, research and discussion, it is necessary to sort and summarize the results of the system, make efforts to implement this system , prove the the direction and implementation, ideas, ways and means of initial implementation . The policy has certain achievements but also has brought about some problems. Considering this, the author believes it is necessary to systematically sort out the effects of its implementation.This paper, starting from the policy analysis, mainly discussed the form, content, the formation, and the impacts of public policies in the logic of asking questions, analyzing the problems and then solving the problem. The paper is divided into four parts which begins with a brief introduction to the policy of choosing jobs on their own jobs, including the history, the constituent elements, the main characteristics; the second part focuses on an analysis of the effects of the policy and then summarizes the emerged problems; Then, the author gropes for the reasons for the inadequacies of the effect of the implementation of the policy; Finally, it proposes some measures to improve the policy . This paper argues that the principle of career self-demobilized is consistent with market economy and is the trend of the demobilized army cadres'placement. We must attach great importance to the continued decline rate of the career self-demobilized, and actively think about and try to solve the existing problems so as to further improve and perfect the this policy which will then demonstrate its superiority and strong vitality。... |
