| In 2001,the CPC Central Committee, the State Council and the central military commission promulgated "the Interim Procedures for demobilized military cadres",which changed the simple plan of demobilized army for resettlement procedures.The combination of plan allocation and liberty career were put into practice. The liberty career selection became a new form of resettlement. According to current statistics,there are nearly 100,000 demobilized cadres in the resettlement way of the liberty career selection.It become a common concern if they can be employed successfully and realize their value of own life in the new work. According to the survey, some cadres of liberty career selection were not employed.They have been living at home idle, some of them into conflict with their families for the treatment of some life, some of them to petition government agencies, which triggered a number of social instability. These phenomena directly affect the mental stability of enlisted man and national defense.In recent years, although the military department made an investigation on the cadre employment issues of liberty career selection, and put forward to new measures.These measures were impractical.They were not enough to feasibility and targeted, and few ways to solve the employment. This text is an analysis of the unemployment causes about the demobilized army cadres in terms of the policies and regulations,employment services, job training and personal factors.The corresponding training measures were proposed according to our country policy of demobilized army cadres,learning the practice of foreign troops,combined with the current social employment situation,and pointing to the main existing problems and their causes. |
