The non-public sector is an important component part of China'ssocialist market economy. Non-public-owned Enterprise Trade Unions(short for non-public enterprise Trade Unions) is the essential content ofoverall Trade Unions under the new situation. Strengtheningorganizational construction of non-pubic enterprise trade unions seems tobe significant for researching on its organizational mode, coordinatinglabor relations, maintaining social stability, and promoting enterprisessound development. The paper tends to focus on establishment of tradeunion and management of trade unions' officers, the two important partsof construction of non-pubic enterprise trade unions in Minhang district.In the text, the writer analyses the restriction factors on construction ofnon-public enterprise trade unions and uses the experience of domesticand abroad successful enterprise as reference, finally points out that wehave to explore new building model for adapting to the new situation, to emphasize on improving the influence and performance capacity of tradeunions. Meanwhile, we should further perfect the mechanism of tradeunions' officer management, should explore the way to make itspecialization, socialization and professionalization.The paper falls into six chapters to make research on the theme. Thefirst chapter illustrates the significance and necessity of the researchaccording to the domestic economy development trend and the workfocus in Minhang district. Then it expatiates upon core concept andrelevant academic research at home and abroad as well as comes up withthe research idea and method. Combining with the background ofnon-public enterprise trade union establishment, the second chapterexpatiates the current situation of organizational construction in Minhang.What is more, to analyze the difficulties and main practices in reality, tointroduce the regulations and management of non-public enterprise tradeunions' officers. The third chapter analyzes the restriction factors onnon-public enterprise trade unions building and officer management,trying to find out the reason and solution. The fourth chapter narrates thepractice methods and revelation enlightenments of trade unionorganizational construction as a good reference, from Japanese minorenterprise, Singapore NTUC and small-sized non-public enterprise ofJilin Province. The fifth chapter learns from the practices of domestic andforeign trade union, from the angle of strengthening the non-public trade union building and officer management, coming up with the betteredcountermeasure. The sixth chapter is the ending part of the paper, and itsummarizes the conclusion of the research and put forward the nextdirection.The paper utilizes Contingency Theory,Application of SystemManagement Theory and Motivation Theory, using literature research andcase research. From the angle of non-public enterprise trade unionconstruction and based on the current work and the references ofadvanced experiences, the paper puts forward to the way to strengthen thenon-public trade union organizational construction, say, innovating modelin line with local conditions to promote the establishment of trade union,improving the management system of trade union officer, encouraging theofficer to earnestly perform service duty, and bridge the gap betweenworkers and enterprises. Try everything to exert the function of tradeunion in order to constantly promote the work of non-public enterprisetrade union.
