From the background and significance of the selected topic, by employing the case study of assessment index in Qinghai Province, Hainan Province and Nationwide area, this thesis will summarize the current theories of performance management, assess the status quo of performance management in criminal science department (CSD) of the People's Republic of China (PRC) and propose the characteristic and deficiency of its performance assessment. Based on the BSC theories, this thesis will also make research and programme on the CSD performance management mechanism, delineate the CSD strategic map and propose the four dimensions, namely the function, cost, administration, study and development in CSD. The six principles of BSC index in CSD will be analysed and some key performance factors and 28 detailed performance indices in BSC will be explored. In this process, it will propose 9 principles and the meaning of BSC implementation in CSD. analyse its procedure and explain its relevant problems. In addition, it will introduce the idea of strategic performance management in CSD, elaborate the suitable culture of BSC performance management and propose the measures and approaches in establishing this culture.It is considered the performance management mechanism based on the BSC will be beneficial for the CSD work focusing on mission and strategy, the development and management of CSD and the future development of criminal science.
