Community Corrections as a punishment for criminals in the community update and help and supervise and control the object of Community Corrections, in order to achieve desires of crime prevention, crime reduction, social harmony and public safety."Notice to carry out the work of pilots of Community Corrections"was issued by the Supreme People's Court, the Supreme People's Procuratorate, the Ministry of Public Security, and the Ministry of Justice on July 10, 2003. We are trying to find a suitable system of Community Corrections for our country in six provinces and municipalities. After nearly a decade of practice, Community Corrections finally has been first written in the Criminal Law at NPC Standing Committee this year.Community Corrections initially generated in the UK and the US, to make up weaknesses of imprisonment. At the beginning, Community Corrections had a strong vitality and developed rapidly. After nearly two centuries of development, Community Corrections in many countries are already mature and perfect. Compared to international organizations, countries and regions,Community Corrections in China is still in the early exploration stage. In terms of legislative, judicial or law enforcement, China has a big gap with the requirements of international organizations, and with the status of more mature countries and regions. Therefore, the author selects the United Nations, the European Union, and other well-developed countries and regions which are similar to Chinese legal system and social custom, comparative analysis about the basic theory of Community Corrections; the development history and the evolution of legal culture of Community Corrections; specific systems of Community Corrections, in order to find rules to guide Community Corrections practice in China.This article is divided into four parts.First part is about comparative analysis of the basic theory of Community Corrections. First, comparative analysis of the concept of Community Corrections, attempt to summarize the characteristics of the Community Corrections, Secondly, comparative analysis of the purpose of Community Corrections, in order to finding the right position of Community Corrections and helping to establish the system of Community Corrections in China.Second part is about comparative analysis of the development history and the evolution of legal culture of Community Corrections. The history of Community Corrections includes both experience and lessons. And it is a combination of legal culture of international organizations, countries or regions. Only from the development history and the evolution of legal culture of Community Corrections, can China deeply understand the mysterious success of Community Corrections.Third part is about comparative analysis of specific systems of Community Corrections. We attempt to sum up the Community Corrections practices from legislation, types of Community Corrections, subject, and risk control.Fourth part is about recommendations for our country. Through the comparative analysis, we can find out of the gaps and weaknesses of our Community Corrections to the Community Corrections of international organizations, countries or regions. Then we can provide recommendations to improve them.
