Research On The Establishment Of The Officials' Properties Declaration System In China

Civil service corruption, has become a global social problem. Our country cracked down on corruption when it was founded and it had seen remarkable results. But as the economy continues to develop, especially in the economic system transformation from a planned to a market, all kinds of corruption intensified. This not only seriously damaged the economic and social order, but also resulted in very bad effects among the people. It is currently one of the biggest obstacles in building a harmonious socialist society. It's a systematic project to curb corruption, and to construct a strong anti-corruption system is the root of the problem.Establishing the Civil Service Property Declaration System is not only the need of the rule of law, but also the need of the anti-corruption work. Civil Service Property Declaration System is an effective supervisory system to prevent corruption which has been successfully verified in the United States, the South Korea, the Hong Kong, and many other countries and regions. Under this system, the property of the Civil Service will be made transparent, the relevant departments and the people can check and supervise at times. In April 1995, the general office of CPC Central Committee and State Council issued the "Regulations on Party and government leading cadres above the county level authorities to declare the provisions of income". And in May 2010, they issued the "Regulations on leading cadres reporting on their personal matters." But overall, the above regulations on the definition of specific contents tend to be simplification. There are many deficiencies and problems which make the regulations not give full effectiveness. Therefore, study on improving the theory and the reality of China's current Property Declaration System of the Civil Service, referring to the successful experiences of other countries and regions, helps to put forward target-oriented suggestions to increase the maneuverability of Property Declaration System of Civil Service.This paper is divided into five parts. The prologue dwells on the background, the significance of the topic, the research status of this issue, the content structure and the theoretical tools used in this paper. The second part introduces the concept and the evolution of Civil Service Property Declaration System and discusses its elements. The third part of our civil servant financial disclosures reviewed historical evolution The fourth part lists the problems in the building of the problems. The fifth section introduces the Property Declaration System of Civil Service in the United States, the Korea, the Hong Kong and other countries and regions, and gets the enlightenment in perfecting the system. The sixth part summarizes the other four parts and puts forward the specific constructive measures of perfecting the Property Declaration System of Civil Service in our country.
