Research On China's Mechanism Of Public Diplomacy Information Communication

In the contemporary international relations, the "soft power" is extremely important part of a country's comprehensive strength. Since the reform and open policy, along with the rapid economic development of our country, China's "hard power" has greatly improved, however "soft power" enhancement is not satisfied. Public diplomacy as the masterpiece of "soft power" has been proposed and paid much attention to, but research on related problems has just started, many theory and practice problems are unsolved, such as: the connotation of public diplomacy and public diplomacy of the subject, the effective dissemination of public diplomacy information, etc. These are expected to be studied. Facing of international public opinion environment, how to strive for more power , explain china to the world, to make the world more understand China, eliminate their misunderstandings in China, is the main target of public diplomacy. This paper argues that public diplomacy can be understood as a kind of dissemination of information, a set of mature and complete information diffusion mechanism can make our public diplomacy information dissemination more effective.This paper targeted at public diplomacy information diffusion mechanism. The author started with the concept and development process of public diplomacy and information transmission mechanism. Combing the information transmission structure, the operation mode and related system of our country's existing public diplomacy; Then it analyzes various existing problems in current mechanism of public diplomacy: institutions function scattered, media organization influence limited, the credibility of information dissemination is not high, the media network less competitive and relevant legal system is unsound, etc.; In the thorough analysis on the basis of the above problems cause, the author put forward the suggestions and measures from the organizational structure, operation mode and system construction three aspects. During the study, this paper borrowed related communication theory, by collecting analysis literature material, understanding the latest research results related to our public diplomacy information communication mechanism, use history/comparison method, comparing China's mechanism of public diplomacy information communication with related content of other countries transversely, absorb experiences.This paper concluded that solve the problem of public diplomacy information communication mechanism of our country, follow the general rule of information transmission is needed, through setting up the government's leading public diplomatic missions, reasonable balance domestic media organizations and civil public diplomacy organization, make its working properly to form a cohesive force. And perfect our country's relevant legal system of public diplomacy information transmission as soon as possible, make our country's public diplomacy information dissemination, legally spread. The innovation of this paper is to put public diplomacy as a kind of information communication activities, then defined the mechanism of public diplomacy information communication firstly, based on the concept re-organized China's mechanism of public diplomacy information communication. By using the theory of Communication this paper analyzed the problems and reasons of existing mechanism.
