Since reform and opening up,the achievements of our country's economic construction and social development are remarkable.However we have to be aware that China is in a special period,when the public emergency very easily occurs.In addition,we have to face the test of public emergency in the future for a long period of time.The outburst public emergency consist huge destructive factors.If it can be not figured out properly,people's property,social stability will be suffered a lot.Even more,it will cause regime crisis.How to effectively deal with these outburst public emergency,try to prevent and reduce the negative impact are crucial to safeguard people's lives and property security,to keep social order and social stability,and to promote comprehensive,coordinate,and sustainable development of economic society.The Chinese government has begun to pay attention to and strengthen the emergency preparedness management work.We have made certain achievements on the draft work led by the government on emergency preparedness plan,emergency network construction,emergency protection,and other aspects of the legal system.However there still have many inadequacies in the interactive communication between government and the media,and government and public.Information communication is prerequisite for emergency management.Good communication can provide necessary facts and information to the public,can provide reference for government decision-making and information,and can win public support when government implementing the emergency preparedness plans and taking emergency measures.Furthermore,it can eliminate public panic and rumors spread due to information asymmetry.Good communication can also help settlement of the outburst public emergency timelier,and establish a good image of the government.The cutting off point of the paper is the characteristics of outburst public emergency and the current problems in the information communication mechanism of outburst public emergency in our country.
