Public diplomacy has been a hot topic since September 11 Attacks in America,and it is a diplomatic form done by a government and aims at the public in other countries.Meanwhile,after the end of Cold War,information revolution has promoted the development of Globalization and the world is closely linked.Intercultural communication becomes a trend,which promotes the communication among people and it is a good way to practice public diplomacy.As a superpower of the world today,the United States tries to implement its public diplomacy in the world.The purpose of American public diplomacy is to transmit its culture and values to the world thus earn the understanding and support of the people in the world,and ultimately it promotes America’s national image and interests.Fulbright Program is a way to achieve intercultural communication.It began in 1946 according to the bill put forward by J.William Fulbright,whose grand goal is to promote mutual understanding among the people of the world through educational and cultural exchanges.As a flagship program in America,it still plays an important role in educational and cultural communication in the world.Meanwhile,China is the first country to sign Fulbright Agreement with America and the program plays a part in the intercultural communication between China and America.In the thesis,after the literature review in chapter one,the second chapter introduces public diplomacy and Fulbright Program.The introduction of public diplomacy begins with its concept,subject,object,purpose,and transmission mechanism.Then the paper briefly introduces American public diplomacy.And the part about Fulbright Program is related with its origin,development and the implementation in China.The purpose of thearticle is to use the theory of public diplomacy to analyze Fulbright Program in China and its focus is the intercultural communication in Fulbright Program.Therefore,in chapter three,the thesis focuses on analyzing the cultural spread of Fulbright Program in China.In this section,the paper first uses public diplomacy to analyze the Fulbright project’s cultural transmission methods,which includes interpersonal communication,Organizational communication and mass media communication.Secondly,what kind of cultural values Fulbright conveyed through the means of communication is described.These values include Manifest Destiny,liberalism,conservatism,and idealism.In the fourth chapter,the article analyzes the significance of cultural communication in Fulbright Program to American public diplomacy.Its significance includes three points: it helps establish the national image of the United States and promote cultural exchanges between China and the United States,and it helps to eliminate the gap between China and the United States and enhance the United States’ national soft power.Then in the fifth chapter,the cultural communication in the Fulbright Program is analyzed from negative aspect.There are three problems in the cultural communication process of the Fulbright Program:the inadaptation of cultural values,the aggressiveness of a strong culture,and unidirectionality of cultural transmission.Then,in the sixth chapter,we made several suggestions for China’s public diplomacy and cultural communication through the implementation of Fulbright Program: China should perfect public diplomacy system,promote the spreading of Chinese culture,prevent American cultural aggression and promote education and cultural exchange with different cultural countries.
