Since 1999, China has become an aging society and come into a new stage of history when the elderly population continues to grow. Because we will face the dual pressures of aging and excessive amount of population in the future, old business will be a global issue of social development, and the biggest challenge is the aged-care problem. It is the consensus that aging in place is the most effective way to solve the problem. So local governments make policies and carry out home care services actively. But how matters stand and how to continue the policy? It needs further study. Therefore, this study is of practical significance.In this thesis, I have chosen the G community of Nanjing as the case, use a questionnaire survey, case interviews and literature research method to analyze the value, implementation and operation about the policy. The content of the former includes policy background, introducing and significance of the policy, the value orientation and the objective, subject of liabilities. The content of the latter includes the applicable rules, transmission mode of interests and services, management of service providing, funding methods and resources integration.The result indicates:the government of G community have not reached a consensus on the point that basic services should benefit or benefit gradually all the elderly as a basic public goods. There is no specific time planning in the program of services of aging in place. Policy objective lack of clarity and scalability. In the aspect of the policymaking subject, NGO and service object have not play the active roles. In the aspect of implementation and operation, there are several problems. For example, the service coverage is too narrow; Non Profit Organization is weak; Community service stations is in unsatisfactory conditions; Service item is lack of diversity and is of low quality, and it is lack of need assessment for the elderly; Service fund and financing channels are insufficient; Service personnel are not stable and professional standards need to be improved; Social resources integration is difficult and it is lack of supporting of other policies.Therefore, learning the experience of developed countries and regions, this research tries to put forward several suggestions:First, to strengthen government's legislative work and try to establish nursing care insurance system; Second, to change policy goals and make efforts to change the policy type from selective to system one; Third, to cultivate non-profit organizations and build a policy cooperation network; Fourth, to train the talents and realize specialization and professionalism of services; Fifth, to establish the dual assessment mechanism of service organizations and needs for the elderly; Sixth, to integrate social resources and improve the supporting policies continuously. |
