Game And Balance:An Implementation Study On Policies Concerning Aging In Place Service In Yinchuan

The problem of how to care for the elderly occurs along with aging,which is crucial to the national economy and the people’s livelihood.China has become an aging society since the end of the 20th century and will become an old society in 2027.The continuous aging of the population structure not only brought challenges to the service for the elderly but also influenced the economic development and other aspects of the society,which is a massive challenge for the national governance system of China.The fact that the population of the elderly is significant,the progress of aging is fast,and that China had become old before it became rich made the challenge even more severe.Tackling the problem of how to care for the elderly is an essential guarantee to maintaining the stability of society and is also a crucial mission in constructing the national governance system.Based on ways of living,the elderly in China can divide into the ones living at home and those living in care homes.But only a few have chosen to live at care homes.Based on the 7th National Population Census data,it is calculated that only 0.73%of the old population is living in care homes.Most older people in China prefer living at home.In 2013 the State Council issued Suggestions to Enhance the Development of the Service Industry for the Elderly(The 35th.Document).In 2015,the Ministry of Civil Affairs started a demonstration program about the revolution on aging in place and being taken care of by the community,and Yinchuan was one of them.Yinchuan has issued many policies to explore the development of the service industry for the elderly.The result of these policies has had a significant influence on the development of the service industry for the elderly in Yinchuan.And the result of these policies largely depends on the implementation process.The implementation process of policies regarding service for the elderly in Yinchuan shows an unbalanced game between different interest groups.The service policies for the elderly aging in place involve interest groups of units of the government,social organizations or enterprises that provide service for the elderly,enterprise that provides assistance to the social organization or enterprises that provide service for the elderly,the elderly,and the community.The goal of each group in is to get the utmost interest.However,the rule of "winner takes all" goes against the fairness and stability of society.Therefore,a balance point should be found.The study of obstacles caused by the game between interest groups and the reasons for these obstacles is of great importance to improve the effectiveness of policy implementation and enhance society’s fairness and stability.This thesis focuses on the obstacles caused due to the game among interest groups in implementing policies concerning aging in place service in Yinchuan.Based on Smith’s model,absorbing the latest achievements about policy implementation obstacles in China,this thesis search for the reasons for obstacles in the implementation process of policies concerning aging in place service in Yinchuan from the aspects of "policies","implementation body","target group" and "implementing environment".Some ideas on how to improve the implementation,as well as on how to balance the game among interest groups in the implementation process of policies concerning aging in place service are provided.Suggestions are given to deal with the problems found above.First,the necessary information should be in place when making policies.The content of policies should be clear and consistent.The government and communities should reevaluation their roles in services provided for aging in place.Social powers should be fully used,and the quality of personnel should be improved.Government should optimize ways to extend policies and help with serving to advertise.The environment of free competition should be enhanced,the law of information publicity should be followed,and the system of the aligned meeting should be in use.A system that takes in and accepts suggestions should be built.A platform that shares information gathered by different departments should be constructed to enhance information exchange.A new form of supervision is suggested.And the government should increase financial support for elderlyrelated industries.The following suggestions above are believed to promote a balanced result in the game,reduce the obstacle in the implementation process and enhance society’s fairness and stability.
