Research On The Problem Of End-of-term Election Wudalianchi Villagers’ Committee

After nearly 40 years of exploration and improvement,the replacement of villagers’ committees in China has become a grass-roots democratic selfgovernment system with Chinese characteristics.However,with the entry of the new era,the original replacement policy of villagers’ committees and its implementation are difficult to cope with the new situation and changes in rural society to a certain extent,resulting in “failure”,It has affected the new requirements of the construction of a new socialist countryside.The replacement of Wudalianchi villagers’ committee has become a persistent disease that continues to perplex rural grass-roots democracy and villagers’ autonomy,adding heavy tasks to grass-roots government departments,which is not conducive to the long-term stable development of society.Therefore,how to find out the problem of changing the villagers’ committee and find out the causes has become a urgent discuss topic.Based on the realization of the diversified poli cy goal of “developing rural grass-roots democracy,safeguarding the legitimate rights and interests of villagers and promoting the construction of a new socialist countryside ”,this paper arranges and analyzes the change of villagers’ committee in Wudalia nchi city in recent ten years through literature,questionnaire survey and visit survey.From the perspective of instrumental rationality,this paper compares the differences between the implementation of the general election policy and the requirements of relevant policies,and summarizes long-term chaos perplexing the general election,such as improper election competition,excessive external intervention,blind participation of voters,insufficient ability of candidates,etc;Through all kinds of chaos,this paper analyzes the differences between the actual results achieved by the new term and its policy objectives from the value rationality,so as to find the essential problems of the privatization of public power,the hollowing out of grass-roots democracy and the involution of collective economy.It also analyzes the factors causing the problems from the three levels of the policy makers,executors and objects of the renewal policy of the villagers’ committee,namely the nation power,the grass-roots government and the villagers,and finds out that the one-sided pursuit of the goal value of the renewal by different stakeholders is the cause of the problems under the special policy background.Through the empirical analysis of the typical cases of the change of the villagers’ committee in Wudalianchi City,and drawing lessons from the domestic successful experience,this paper takes different countermeasures for the subject,object and environment from the perspective of policy process theory.In the research process,the policy process theory is used to analyze the whole process of the change of the villagers ’ committee in Wudalianchi city.It is regarded as the “input” and “output” process of the relevant policies issued by the nation in Wudalianchi City,and the multi flow framework and policy network theory are used to analyze the change of the villagers’ committee.After that,the whole transition process is separated,and the existing chaos,problems and causes are interpreted by using the theories of economic man hypothesis,game theory and causinar ’s law,and the corresponding improvement countermeasures are put forward.
