Agricultural Tax Period Of The Village Committee. Share The Functions Of Public Administration

Abolishing the agricultural tax is a complex systematic project, which involves in multi-stakeholders. While it has reduced the burden of farmers, it has led to the sharply reduction of the financial resources of the Villagers Committee. Abolishing the agricultural tax has affected the function of the Villagers Committee, especially the forced public administration function of it.The Villagers Committee has losen the power of developing the rural economy and social management ability to some extend.This paper has taken the Case Study Method to analysis the problem.It has chosen Leihu Village as the case which is the poorest village of the city.The author hopes to present the change of the forced public administration function of the poor village completely.This paper has summarized the development of the Villagers Committee since its establishment.It has analysised the necessity and limitation of the forced public administration function.It is necessary and urgent to define the function of the Villagers Committee by the functions and funds of it.It's necessary for the Villagers Committee to burden the public administration functions currently.However,it's necessary to establish the Village Administration to fulfill the public administration functions as the improvement of the mechanism, financing source and management mode.As for the village committee,it should exercise the autonomy power and fulfill the villager autonomy affairs.
