The reform of civil servants' pay system has always been a hot topic, after the founding of our new country, the formation and development of our civil servant salary system has experienced four phases of two periods in general, has three large system reforms totally(1956,1985,1993), overall,it has made good progress, and provides a strong system guarantee for building a chinese-style civil service, but at the same time, we should also see, the fairness of our country civil servants' pay level also entered a crossfire.Salary can be considered as a mirror, through it, we can observe a country's attitude to treat the value of honest, honesty, fairness, justice, etc. Civil service as the main body of using state power, managing social and public affairs, its main salary is not only related to civil servants' intimate interests, also can reflects the interests of social classes' benefit relations and interests demand,so it has an important research significance.This artical argues that the fairness of civil servant salary level in China can be divided into external fairness, internal fairness and individual fairness, through the discussion of its causes and the present situation, get the point that the above three parts are indivisible united, by comparing discussion,we think that realizing the fairness of our civil servant salary level should carry out rule-based gradual reform, meanwhile,on the basis of drawing on the experience of foreign advanced experience, according to external, internal, individual fairness problems, putting forward a series improvement measures of realizing the equality of our civil servant salary level, and has carried on the beneficial exploration.
