| The analysis of public policy is a dynamic process, which includes constituting the public, implementing the public policy and so on. It is a watershed in the middle of 1970s for publicy, for most of the experts and scholars focused on the constituting the public policy before that time,while many people found out the result of public policy is more restrained by the public policy implementation,though it is related with public policy constituting more or less.Therefore,the barycentre of study on public policy analysis is gradually changed from public policy constituting to public policy implementantion. Communication of public policy as an important part of public policy implementation, to a large extent determine the effect of public policy implementation, therefore, its study must be both theoretical as well as to explore solutions to real problems of public policy, the call spread.The main body of the paper has been cayyied out from analysing the meaning of the communication mechanism of public policy implementation.It suggests that policy should carry out the thought of communication mechanism from "Five part in a whole"angle to structure the mechanism.
