Local Governments And Boundary Effects

China has made great achievement in the recent three decades after reform and opening up, and brought the Chinese people huge material wealth,with while more reflected government's negative effect in economic development. The purpose of this thesis is mainly to research the inter-relationship between local government and administrative district boundaries, which is based on the political economy of growth, then combine the target of government officials'promotion interest maximization and means of developing local region economy, that in the promotion championship.On the research method, the thesis will make theoretical models of government's"policy effectiveness radius"and nature's"economy radius"respectively, to analysis the differences between each other, then make conclusion of un-overlapping between government effectiveness and economic attraction. On this basis, the thesis raise question of boundaries effectives between administrative districts, for the reason is that, local governments are more concern about the region economic interest, under the border spillover effect in market economy, which is bound form blank area of economic development among provinces. On the policy suggestions about border area improvement, from theoretical models, this thesis groundbreaking analysis the reasons of local governments failed in providing border areas'public goods, and provides policy suggestions that should be filled up by central governments or business entity.The thesis research that, because government officials in the neighboring provinces are also the main rivals for promotion, critical at the administrative district become the regions can not be ignored, from the perspective of regional integration. When government officials more concern about promotion, the increasing of economic spillover effects will reduce policy effect radius, which make border effect magnify. So the function of local government should be to build service-oriented government, and mainly invest to public goods and infrastructure constructions, also should be re-considered and defined limitation between government and market. Besides that, local governments should consummate policy coordination of superior to lower level local government, while strengthening the supervision and restriction; then to avoid imbalance in regional development and stagnation in area border development, and cut down backwardness that result in government intervention and omission, which all because local government blindly pursuer profit and promotion. The thesis discusses the relationship between Chinese local government and border effect, which is based on the premise of political promotion and economic attraction. The theoretical value of thesis is providing sound opinion on recent governance structures, and clearly defining government's function; the reality value is improving the backward border rely on government's policy deviation.Under the background of regional economic integration, just because border effect, local government should not only consider the maximum investment return, but should pay attention to regional balanced development, to avoid imbalance in regional development and stagnation in area border development, and cut down backwardness.
