Party A Risk Management Research On E-Goverment Outsourcing Project

E-government outsourcing is one operation model that government delegates construction daily operations and related service to IT outsourcing vendor fully or partially in process of implementation of information systemAlong with development of our government e-government, outsourcing became major deployment way of implementation of e-government system. Although outsourcing freed government from IT technology implementation and improved administrative efficiency, it brought some new problems, leading to failure of many IT projects.How to avoid or minimize above problems during implementation, how to make best use of outsourcing model and improve efficiency and effectiveness of e-government, those are the questions that government management team should focus on.Based on the characteristics of e-government outsourcing project, this article, from government perspective, analysis risks of e-government outsourcing project, identify potential risk embedded in project decision,management and security areas and furthur establish relevant strategy, guideline.This paper based on knowledge of project risk management and assessment standard of information security, analysis of this article is thorough and theoretical. According to characteristics of E-government outsourcing, from government perspective, I identified risks from different areas of project and provided practical strategy of risk management. Combined risk management and risk assessment standards, I performed thorough analysis in a case study. This article provides some innovative ideas in term of risk factor analysis in e-government outsourcing for your reference.
