E-government Outsourcing Research

Since the 90s of the last century, with the rapid development of IT, E-government has become one of the most important fields in modern information. The effectiveness of E-government also becomes focus object. But, now our E-government appeared more problems, for example, redundant building projects, the information isolated island, the cost-benefit contradiction and so on. Meanwhile, E-government is also a huge systematic project, It is impossible for a government department to depend upon own strength to carry on develop,uphold and serve, so it is requested to government department to introduce outsourcing to construct E-government.E-government outsourcing as a new pattern of E-government construct, it has many important practice significances on reducing the government administration cost, improving working efficiency, providing better service for the public, leading information industries aspects and so on. Therefore, it is necessary for e-government outsourcing to carry on systematic and deep research.Firstly, the thesis proposes related theory including new public management theory, the transaction cost theory, the core competitive power theory and so on, it provides theory support for the e-government outsourcing. At the same time, this paper introduces current condition and existence question, proposes necessity innovation on construction mentality and the movement pattern, so proposes the concept of e-government outsourcing. Then, the paper also elaborates the present situation in which domestic and foreign country, it is timely significance for e-government outsourcing proposes.Next, the paper first theoretically elaborated the feasible of e-governmentoutsourcing, combined with concrete case------Liu pan Shui district in Guizhouprovince, makes a contrast outsourcing before with outsourcing back, explains positive significance of e-government outsourcing.Then the theory analyses the course of e-government outsourcing, the problem , the risk and how to control risk and how to manage, finally, the thesis also elaborate the government to carry on the government role localization in outsourcing process, outsourcing to the government ability request and the countermeasure suggestion which the government should adopt in later outsourcing process.
