Marketization is one of the ways to complete the transformation of government.By outsourcing the information construction,the government effectively reduces the cost expenditure and liberates itself from the burden of overstaffed structure,so as to do more meaningful things.With continuous improving,information technology is more and more used in government departments.While meeting the basic needs of information acquisition and communication,information construction is conducive to improving the overall work efficiency of the government,accelerating service transformation and upgrading,and promoting the development of e-government.There are differences between public sector,mainly government,internal construction outsourcing and enterprise outsourcing in terms of cooperation and potential risks,which are worthy of in-depth study.In the less developed third-class cities,especially in the rural area,the basic government departments must pay attention to the outsourcing effect and potential risks of network construction outsourcing,and targeted measures should be taken to control the risks.Taking Jieyang City as an example,this article selects some representative cases,using the theoretical analysis framework of contract outsourcing and taking a large number of interviews,coding interview materials by using grounded theory for reference.From the perspective of principal-agent theory,this paper makes an in-depth analysis and summary,and tries to comprehensively summarize the existing risk in the current information construction contract outsourcing in small and medium-sized cities,Such as the risk of government’s lack of responsibility,environmental risk,performance evaluation risk,loss of control risk.Through risk identification and assessment,four risk control measures are put forward according to risk management theory: improve the ability of contract design;cultivate the ability of environmental coordination;improve the mechanism of performance evaluation;strengthen the ability of government control.Through the case studying and analyzing of Jieyang’s township information construction outsourcing status and risk improvement measure,we are looking forward to provide valuable reference for the basic government sectors in formulating the policy of contract outsourcing.
