Contemporary China is already facing a "public participation age." In this era, the build quality of a public life has become the dual needs of government and society. From the Government's point of view, promote effective public participation in government management, build interactive cooperation between government and society to rebuild the authority of public power to provide new social resources; from a social point of view, contribute to the multiple interests of public participation the subject of dialogue and cooperation, beyond zero-sum game promote social equity. These are placed in front of the needs of the times. Changes in the system need to respond to the needs of society, we face the problems of the times, is not whether or not public participation, but rather how to provide effective mechanisms to meet the participation requirements involved in the issue.Urban planning and public life is closely related to the public participate in the town planning process will directly affect the degree of realization of public interest. The public can really participate in urban planning is based on there a good public participation mechanisms. Therefore this paper attempts to explore the city planning process of public participation mechanisms. This paper use a combination of methods involved normative research and empirical studies. It analyzes the urban planning of the reality of public participation in the foundation and development process, and the current city planning public participation mechanism. Urban planning standpoint is the balance of interests among the Government, the public and developers, this balance of interests is to promote public participation in urban planning Mechanism. Therefore, this paper analyses the various stakeholders in urban planning, and uses game theory to constructed the urban planning game model of multiple stakeholders, and studies the interests game of all stakeholders, Then on the basis of developed countries' public participation mechanisms, putting forward in improving public participation in urban planning in China's legal protection mechanisms, organization of information security mechanisms and safeguards measures.
