Research On The Public Participation System Of Urban Planning

The scarcity of urban space and public investment have brought about the continuous rise of real estate prices,but not all people benefit equally,and a few people get the biggest cake.This phenomenon has evolved into spatial injustice through inter-generational accumulation.For a long time,urban planning excludes the general public from decisionmaking,lacks necessary restrictions on the right of urban planning,and lacks the protection of public rights.Under the background of the reform of the territorial spatial planning system,the discretionary expansion of urban planning has added more positive administrative color of distributing rights and interests on the basis of the negative administrative color of regulating spatial rights.Accordingly,the public participation system in urban planning needs to be transformed and upgraded urgently to optimize the governance of the discretionary planning.This paper is divided into five parts.The first part is the introduction.This part introduces the background and significance of selected topic,and generalizes the related literature on the national spatial planning system reform.Under the background of the expansion of the urban planning power,enough attention has not been put on its regulation.New requirements are put forward by the planning system reform for deeper public participation,and the system of public participation in urban planning needs to make certain adjustments to The Times.These are the dilemmas targeted by this paper and where the significance of this research lies in.The second part is the basic concept.This part defines the concept and legal nature of urban planning,analyzes the discretionary expansion of urban planning under the background of land space system reform,and dissects the concept and characteristics of public participation in urban planning.The third part is the evolution and transformation of the public participation system in urban planning.Through sorting out the evolution history of the public participation system in urban planning,the fourth part focuses on the problems in the current system.There are many problems in the system of public participation in urban planning,such as the imperfect protection of the right to know,the unclear qualification system of the participants,the low status of public participation,the lack of hearing procedure for urban planning,and the lack of independent relief mechanism for participation,which lead to the formalized predicament of public participation in urban planning.The fifth part is the theoretical foundation.First of all,the consultative democracy theory is the political basis of the cooperative participation model.Secondly,the logic theory of collective action is the organizational basis of cooperative participation mode.Thirdly,the theory of space justice and space right is used to enrich the entity content.The sixth part is the countermeasure.Based on the theoretical basis and the reference of foreign experience,this paper puts forward some suggestions to improve the public participation system in urban planning.
