City Planning Public Participation Mechanism

Public participation in urban planning first emerged in the 1950s in Europe and the developed countries, to coincide with the end of World War Ⅱ reconstruction, each country’s rapid economic development and urbanization continues to improve, enhance people’s awareness of democracy, making public participation in urban planning the enthusiasm. Today, many developed countries have become urban management system in a legal aspect and to achieve a "big society, small government" planning and management philosophy. With China’s social and economic development, governments at all levels have begun to learn from the successful experience of Western countries on public participation, to ensure continuous improvement of urban planning instruments. January 2008 China promulgated the "Town and Country Planning Act," which called urban planning before submission for approval, should be implemented publicity, but also to be confirmed by the form of hearings, feasibility studies, expert workshops and public comment. "Town and Country Planning Act" to define the urban planning process must be involved from the public, government organizations, expert review of planning ideas.In this paper, Nanning City, "China Water City" project as a case study, research into the extent of public participation in urban planning, thereby explore the city of Nanning in the planning process of public participation mechanisms. By studying the theory, find the corresponding theoretical basis for later studies. In part to learn from the advanced experience of the major cities of the developed mechanisms for public participation in the planning process to build advanced research experience, analyze the characteristics and reasons for its success, and summed up the success of mechanism should have the factor.
