| The public policy is the code of conduct for political behaviors or regulations adopted by the state organs, the ruling party, and other political groups in a special period for the realization of certain social, political, economic and cultural objectives, which regulates the various social organizations' and individuals' behaviors associated with policy, guides the policy object to strive for the realization of the goal of public policy. Howerver, due to a variety of reasons for interests conflict, people in the game process will form a non-benign equilibrium which is not conductive to social development. The author believes that it is necessary to systematically discuss the substance, manifestations, causes, as well as solution strategies of non-begign game equilibrium in the persptective of public policy.The first part of this paper focuses on the discussion of conflicts between public policy and non-benign game equilibrium. The public policy, being people's conduct of behaviors, includes political policy, economic policy, and social policy et al.. Although they have different values, they reflect the fundamental, long-term, and overall sound development demands for the benefits of the nation, society and people. However, the objects of public policy is enterprises and individuals with different interests, they are bound to participate in the game and achieve a certain equilibrium for their own benefits under some policies. In terms of the values of public policy, game equilibrium includues benign equilibrium and non-benign ones. The non-benign equilibrium is comprehensive, including non-benign between enterprises, individuals, as well as enterprises and individuals.The second part of the present paper systematically explored the different manifestations and causes of non-benign equilibrium. Manifestations of the non-benign equilibrium are mainly malicious collusion game equilibrium, passive resistance game equilibrium, and passive adaptation game equilibrium, and they exist in all areas of society. There are a number of reasons for the formation of these non-benign equilibrium, the mainly reasons are as follows, the conflicts between public policy choice and individual choice, the conflicts between individuals' interests, and the imbalanced public policy and its ineffective implemtnatation.The third part of the paper discussed the solution strategies and measures for these non-benign equilibrium. In the light of the manifestations and causes of non-benign equilibrium, we should properly guide the stakeholders to compete in accordance with the law, combine positively intented guidance with modestly incentives, unit the effective inhibitant and proper punishment when proposing policies, in ordre to effecive guard and realize the value orentation of public policy and to reduce or prevent non-benign game equilibrium. We should also improve the quality of decision-making and enforcement of public policy, take public interest and individual interest into account, combine scientific decision-making with democracy decision-making, as well as combine policy supports with effecive implementation. |
