The Comparative Research Of Film Industrial Structure Policies Between China And Other Nations

The film industry would grow faster and healthier if providing it with scientific and rational film industrial structure. And the film industrial structure mostly depends the film industrial structure policies that constituted by government and legislature. But, there are lots of differences in external conditions, such as history, practical conditions, society culture, regime system, the level of economy, and so on, it caused some obvious differences in film industrial structure policies between different countries. This thesis based on the results of analyzing development courses of film industrial structure policies of China and other nations, then compared and analyzed, in contents, the similarities and differences of film industrial structure policies between China and other nations from following four aspects:1. In similarities, at the aspect of constituting the film industrial structure planning policies, all country have recognized the economic attribute of film industry, and respected the rules of film industry, and constituted different film industrial structure policies according to different conditions in different time. At the aspect of differences, in how to treat the economic attribute of film, China emphasizes the balance and unity between social benefits and economic benefits. In contrast, other developed countries think a lot of economic benefits. On the purposes of constituting policies, China adjusts its whole structure of film industry step by step for the purpose of uniting social benefits and economic benefits of film. Other developed countries'is expanding markets of their film industries.2. At the policies of protecting film, all countries have tried their best to protect each others' film industry. Most countries have the film quota system to protect their film markets except for United States. And in fighting against piracy and protecting the intellectual property of film, other developed countries'laws and statutes are more mature than China.3. In the aspect of the film industry supporting policies, China and other nations have two similarities. The first of all is supporting their film industry by derating the cess of film industry or exempting the tax totally. The second measure is supporting their film industry by the policy of providing finance straightly. But there are some differences in purposes and practical ways of film industry supporting between China and other nations. In China, the social benefits are always the first. The Chinese government is active in supporting those films with social benefits. In contrast, other countries are more inclined to those indirect supporting policies.4. In the aspect of the film industry adjustment policies, China and other nations have lots of similarities. They all paid a lot of attention to timely correct the inner error of their film industry and get it renewal. Meanwhile they all constituted some policies to provide an appropriate external environment. Furthermore, they all encourage the integration between television industry and film industry. But there are still differences. The Chinese government is more inclined to adjust the inner mechanism of the film industry, and provide a good external environment for the film industry. And that other developed countries are more inclined to the Film Classification System. The interventions of government are relatively declined off, by contraries, they are paying attention to self-regulation of film market more.Moreover, this thesis dissertated in special how to take the experiences and helpful references that come from implementing those film industrial structure polices of China and other nations, and how to improve China film industrial structure policies, as a reference. Hope it will provide some useful consultations and beneficial references for constituting film industrial structure polices of China and farther academically researching.
