Administrative ethics includes two aspects---administrative organization ethics and administrative personnel ethics. Administrative organization ethics plays a role to guide the social morality, and to guide, restrain and standardize the behavior of administrative personnel, and it is also the moral foundation of the organization to gain the public trust. In the transformation period of China, as the social and environmental factors, factors of its own administrative organization, administrative staff and other factors, leading to the administrative organization encounters many ethical dilemmas. Administrative organization must take appropriate measures to resolve these ethical dilemmas, and the proper solution to ethical dilemmas of administrative organization has a great effect to accurately position the role of administrative personnel ethics, to create a good image of the administrative organization, and to build a good relationship between administrative organization and citizen.This paper can be divided into six parts:Part one is the introduction. It firstly introduces the background and significance of this research. Then, it analyses the current status of administrative organization ethics research and puts forward the theoretical basis of administrative organization ethics. Finally, it expatiates on the basic framework and research methods of this paper.Part two is an overview of the administrative organization ethics, which defines some related concepts of administrative organization ethics and expatiates on the connotations, functions and principles of the administrative organization ethics.Part three mainly analyses the performances of the ethical dilemmas of administrative organization in the transformation period of China. Then, it expatiates on the concept and characteristics of transformation period and analyses the changes in the ethics of the administrative organization of the transition. Finally, it investigates the performances of the ethical dilemmas of administrative organization in the transformation period of China. Part four analyses the causes of the ethical dilemmas of administrative organization from three aspects-social environment, administrative organization and administrative personnel.According to the above analysis of ethical dilemmas of administrative organization, part five puts forward the solutions to ethical dilemmas of administrative organization from four aspects-to strengthen our administrative system of ethics, to improve the administrative organization of the institutional ethics, to create a good ethical atmosphere of administrative organization, and to improve the ethical quality of administrative personnel.Part six summarizes the main views of this paper and analyzes the shortcomings. Then it points out the contents worthy of further study in the future. |
