Administrative Ethics is an inherent requirement for the ruling party, national institutions to strengthen environmental construction of governance and public administration, cultivate the spirit of public servants and raise the quality of the administrative staff, and also is the inevitable demand of the world community. Many scholars have made in-depth studies on how can be responsible behaviour on personal level. Administrative organization in the community is one of the most important organizational forms, it is an organizational entity to concrete implementation of a social management of public affairs, and it is the largest social organization, and have the widest range of management of all the types of organizations. Public administration organizations are the mainstay and carrier of public administration. All public administrations carry out depending on the public administration organizations and agencies. The research of administration ethics science, has no alternative but to study the public administration organization, without the public administration organization's research, administrative ethics has lacked the fundamental research foundation.The present paper takes the administrative organization ethics as the object of study, uses means of which the theory and the practice unify, union illustrative case analysis to discuss the administrative organization ethics the construction. The thinking process of this article is administrative organization ethics is in administrative ethics's core status, what is Administrative organization ethic, conflicts of administration organization ethics and the reasons, how to solve them. Unify the systematized theory achievements of domestic scholars and achievements of solving actual problem. Internal solution methods include: organization system's design; the discretion of the proper use of administrative power; orientation of organization culture; individual ethics independency. External solution methods include ethics institution; Outside supervision; Social anticipation.In the face of specific ethical conflicts, we should transfer internal and external factors as much as possible, it is envisaged that with the more specific context-related issues and options for policy-making programme.
