Since the World Warâ…¡, the conflicts of Indochina had been attracted most notices in the international politic blocs, and Vietnam had became the focus in the conflicts. During 1950s-1960s, with the worsen conflicts of Indochina and deteriorating problems of Indochina, the International Commission for Supervise and Control (ICSC) came into being. However, recently a study on ICSC peacekeeping in Vietnam had not been paid reasonable attention to in the field of Chinese academy. Actually, it has an important and valuable academic value and realistic significance when we investigate a series of activities from ICSC, because ICSC was the Geneva conference faithful guardian. Besides, we can analyze the practice in the ICSC during ICSC as an international peacekeeping operated organization, and research these members of ICSC true diplomatic intentions in the international peacekeeping at the same time. Then we can make a comparative objective conclusion, which is the topic we are discussing and the aim in this thesis. This thesis, in the basis of referring to plenty of domestic and overseas academic achievements, will deeply explore the topic by studying a large number of documents. Because ICSC itself had its organizational shortcomings and then peacekeeping's environment was considerably complicated in Vietnam, ICSC couldn't play its due effect in peacekeeping. As the members of ICSC pursued different diplomatic interests, it made the inside of ICSC full of ceaseless quarrels and made ICSC got into despairing situation. In fact, the success of peacekeeping needed many impersonal conditions, for example, advanced technical arrangement, definite legal delegation, and favorable cooperation among kinds of politic blocs outside the system and so on. Therefore, the failure of ICSC in Vietnam peacekeeping is a normal phenomenon, which has an important study and thoughtful significance in dealing with recent international problems.
