Founded in1952, the International Commission of Jurists (ICJ) is an internationalnon-governmental organization, which consists of judges, lawyers and jurists from more thanfifty countries in the world. The Headquarters of the Commission are in Geneva, Switzerland.The commission was active in the international stage as a cold warrior, and involved inTibetan affairs with surreptitious support of America from the fifties of20thto the sixties of20th. When the Tibetan were put down by the Chinese government in1959, the InternationalCommission of Jurists not only investigated the issue, but edited three reports later, whichaccused of violating Tibetans’ human rights by the Chinese government, beat the drum forTibetan’s independence as well. Moreover, the commission submitted the results to the UnitedNations so that the UN General Assembly has adopted anti-China resolutions about “TibetIssue” for three times. The process of the internationalization of “Tibet Issue” was acceleratedfrom then on.The dissertation mainly relies on the archives of the International Commission of Jurists,supplemented by related American declassified documents, UN documents, documents ofTibetan Government in exile and others. Based on looking into the history of ICJ’sTibet-related activities from the fifties of20thto the sixties of20th, the dissertation tries todisclose the fact that in the context of the Cold War, some international non-governmentalorganizations interfered in China’s internal affairs roughly as an excuse to “Tibet HumanRights Problem”.This dissertation includes three parts as follows:Section One briefly introduces the fundamental state of the International Commission ofJurists, including the Cold War and the foundation of the International Commission of Jurists;anti-Communist activities of the International Commission of Jurists in the years1953-1958.Section Two mainly discusses ICJ’s Tibet-related investigations from the fifties of20thtothe sixties of20th, including the background of ICJ’s Tibet-related investigations, namely,after the Congress of New Delhi was convened, the Tibetans were put down by the Chinesegovernment in1959; the process of ICJ’s investigations and its anti-Communist orientation;so called reports about “Tibet Human Rights Problem” and the Tibet-related resolutionspassed by the UN General Assembly.Section Three will evaluate ICJ’s Tibet-related reports. Most of the evidences in thereports have anti-China bias. What’s even worse, the conclusion means a trampling to China’ssovereignty, and it magnifies the “Tibet Issue” and makes the problem more complicated,which we can’t find a proper solution at present.
