| On August 26,1949,Lanzhou was liberated.How to quickly stabilize the social order in Lanzhou and establish a people’s democratic regime has become an urgent task for the Chinese Communist Party.The Northwest Bureau of the Central Committee of the Communist Party of China decided to implement military control in Lanzhou and set up the Lanzhou Military Control Committee as the highest authority during the military control period to unify the leadership of the local party committees,local governments and garrison forces to carry out a series of reception and management activities.The Lanzhou Military Control Commission’s takeover of Lanzhou during the military control period is an important course in the development history of Lanzhou.This article first discusses the rule of the Nationalist Government in Lanzhou on the eve of liberation to illustrate the necessity of the CCP’s establishment of the Lanzhou Military Control Commission;secondly,it discusses the relationship between the Lanzhou Military Control Commission and the local government by using the personnel composition and organizational structure of the Lanzhou Military Control Commission as an entry point.Finally,starting from the work content of the Lanzhou Military Control Commission,it will describe the establishment of sub-committees according to their work tasks.Each committee has several divisions according to its functions.Each committee performs its duties,divides labor and cooperates,and dispatches military representatives to each takeover object.Relevant policies and takeover measures have carried out basic activities such as receiving national government agencies and enterprises,establishing and consolidating social order,restoring production,and ensuring the normal life of Lanzhou citizens.Despite the fact that the Lanzhou Military Control Commission has not been fully implemented due to its short establishment time,lack of cadres,and financial difficulties,it has successfully completed the takeover work,established and consolidated the revolutionary order,restored urban production,and guaranteed the basics of Lanzhou.Economic activities are carried out normally.As a temporary agency established during the military control period,the Lanzhou Military Control Commission has successfully completed its historical mission,laid the foundation for the construction of a new democratic regime,and has a profound impact on the construction of the urban management system in the new period. |
