Child neglect has been one of the most common phenomena in child maltreatment, which happened in all spaces. Child neglect always left behind irreparable psychological trauma and naturally resulted in the abnormal of personality, psychology and behavior. It has brought quite extensive unfavorable effects and hazards to the children's mental health and growth.This work mainly focused on the two following issues:1.Investigate current status of children neglect in Harbin and compare the data difference with other cities in domestic. This helps administrative departments of education and preschool workers to understand the situation of child neglect and promotes the progress of education research in Harbin.2. Explore the relationship between child neglect and family capital to improve the quality of family education.The research is a quantitative study. Specific research approaches such as interview and questionnaire method were applied in current research. The research objects are 603 parents of preschool children aged 3-6 years from four different kindergartens in Harbin.The following conclusions are drawn based on the results:1. Child neglect occurred in 3-6 year-old preschool children in Harbin and the rate of physical neglect and medical neglect is the highest; the degree of education neglect and medical neglect is the highest. There are obvious differences among different age groups and the degree of neglect in 5-year-old group is the highest.2. The negative significant correlation existed between child neglect and family economic capital. Family economic capital was the straight forward and effective to the degree of child neglect and it take effect indirectly through the mediator cultural capital. Family social capital had no significant effect to the degree of child neglect.3. Through the multiple linear regression analysis, it was found that the variables of family cultural capital including mother education, parental learning, reading habits, home cultural environment and cultural participation had a notable prediction, and parental learning is the maximum prediction among them. Parental cultural participation had a positive correlation with the degree of child neglect and the others had a negative correlation.
