The fact that the legend has been influenced by various style of social and culture along the river of history has been an impetus, which might encourage the tale to prolong its life in a specific form in the complex environment.The report will collect the relevant materials, which contains the ancient literature of folk literary, existing resource collected by art workers as well as organize text and field data collection, and then analyze the legend. According to the content of legend, it would be divided into four categories: introduction of Liu, rescue legend, legend of Liu Xiu tomb, the relevant figure legends. On the basis of it, therefore, it would be to explore the establishment of ideological system for civil structures and inheritance pattern. Fiction, an important feature of the story, has gone through the legendary narrative processing, extensive use of coincidence, comparing. In what follows, it would be inclined to transit the chief character from the actual prototype to the art prototype, and finally create a deified hero figure, which will integrate the imperial power and religious authority. The significant feature of the legend is to define emotion and feelings of the labors as the core, which is a reflection of the collective consciousness. The legend has accumulated the orthodox ideology of derogating Liu as well as praising the king and moral consciousness of people, is either evolved to be legendary folk activities, or be attached with folk activities by people, all of which should be contributed to the legend of the cultural meaning and value. Currently, marginalized oral tradition, the transmission system and its mode of transmission change, people's life style and knowledge structure of science is gradually under the influence of changes. Nevertheless, it will show the fragility of the legend, facing with the dilemma of disappearing: the story in reducing the number will decrease the number of people telling stories. In that case, the cultural resources protection and development are increasingly on the agenda, such as local materials preparation of local governments, development of tourism resources, and the organization of civil society activities. In this paper, the existing protective measures for the implementation of combined method related to the cultural phenomenon of solid state protection and living protection.This paper contains four chapters: an introduction, conclusion, references and main parts, covering about 50,000 words.
