The emergency slogans are short sentences encouraging audience, which are used for publicizing approaches of emergency response and resolutions. These slogans playing a positive role in the process to deal with emergency cases have caused more and more people's attention. This article has selected some certain representative emergencies from 2003 to nowadays in our nation, including WenChuan Earthquake, YuShu Earthquake, Ice storm, Wang Jialing Coalmine Mishap, Water pollution in ChiFeng Province, SARA, H1N1 Flu,3.14 Events in Lhasa and Wen'An Event, and chosed 255 slogans from these emergencies via websites, newspapers, magazines and so on. This article has classified 255 slogans from the views of event type, promulgators, speech acts and audience, in order to analyze distribution and composition of emergency slogans, to find out essence and characteristics of them. The nature of emergency slogans is the Speech act implemented by promulgators, and the process of building emergency slogans is the process of implementation of speech acts. Effective implementation of speech acts need to meet certain conditions, and to comply with certain rules. The audience as direct recipients influences and restricts the construction of emergency slogans, from the number, scope and composition. Through quantitative and qualitative analysis to these 255 slogans, the article has had a general understanding of the current emergency slogans.The scope of impact and the duration of emergencies directly affect the number of slogans. The purpose is the main factor to determine the speech act of emergency slogans. Meaning is an important basis to realize the value of Speech Act. The slogans build in accordance with rules of the principal-sincerity rules-prepare rules-propositional content and form of rules. Construction and dissemination of slogans is a special kind of communicative behavior. In order to improve the effectiveness of slogans, promulgators have considered the physical world, social world and mental world of audience during the process of building emergency slogans. The research on emergency slogans has added new contents for the language study, providing a new way to observe social language. At the same time this article will further guide and standardize the use of slogans, promote social language more reasonable and healthy.
