Social assistance is the basic part of modern social security system. It has historical relationship and substantive difference with traditional Community charitable aid.Social assistance undertake the basis task to achieve the social security system, and safe guard the fundamental right of community member to live. Social assistance afford the basic living for those in poverty and hard to live. However, due to the limitation of economic development and other social and historical conditions, the development of rural social assistance in China is lagging behind and hindering the pace of modernization.Social assistance is a comprehensive problem of society and it is influenced by many factors such as economy, politics, society and ethics. The thesis make a study of Chinese social assistance construction. The thesis is composed of four parts:the first part introduces the meaning and contents of social assistance and established the theoretical basis of Chinese social assistance; the second part points out the ethical problems existing in Chinese rural social assistance and the corresponding causes for such problems based on the analysis of study on social assistance in Zhucheng, Shandong; the third part introduces ethical practices of social assistance abroad and describes implications of such practices to Chinese rural social assistance; the third part gives some advice of improving social assistance, that is, first, establishing the modern concept of social assistance-civil rights perspective; second, raising the ethical principles for Chinese rural social assistance; finally, proposing advices and strategy for strengthen the construction of social assistance system in China.
