CaiE In The Governance Of Yunnan In The Early Republic

CaiE, who was born in Baoqing county, Hunan province, was an outstanding strategist, statesman and reformer in the late Qing dynasty. As one of members launching an uprising in Yunnan, and the first governor in the period of the republic of Yunnan, though he was only 3 years short span in his work, his some political, financial, educational reforms in Yunnan gave vitality and boom there, which made an indelible contribution to the development of Yunnan.In recent years, articles written about CaiE mainly focus on him in the 1911 revolution, protecting sports contributions and his political ideological and financial thoughts as a governor in that time, but papers elaborating on his ways of governing Yunnan are little. Therefore, this paper about CaiE, in terms of enriching CaiE's image, is of great significance. Previous studies on CaiE notice more about his thoughts, however, this paper try to research on CaiE's image to a more comprehensive research, to make a more complete CaiE's image shown to everybody.This paper mainly describes CaiE in the governance of Yunnan in the early republic, and governance mainly reflected on politics, economy, education three aspects. In the aspect of politic, he announced a series of new political programs, deployed new inside and outside of the administrative organs. CaiE led by the junta in government affairs in Yunnan brought some bourgeois-democratic changes, such as strict regulation, improving the original removal of civil WenDu work, etc. The red tape Economic reform mainly carried out a series of measures to increase income and decrease expenditure. In the aspect of increasing state income, he adopted measures such as develop industries, rectify the salt and mineral, widen roads, issue of government bonds, etc. One the other hand, he took steps such as lowered offer, reduce luxuries, cancel redundant authorities, rectify taxes, issue opening bank bonds, stopped various donations. In addition, education reform in Yunnan exhibited in the aspect of primary, secondary, senior education and women's right of receiving education. The smooth progress of political reform makes the foundation for the development of the economy, culture and education; economic reform makes the early Republican economy showing signs of vigor and vitality of Yunnan, but also making the foundation for education reform; on the other hand, education reform promotes political stability and economic development.
