People need design in life, as we cannot design without arts which is depended on culture, however, to inherit of culture rely on education. Out of culture, arts, especially national cultural arts will be not living, on the other side, Arts Education neglected cultural quality will not be complete. Our national Arts Design subject in actual educational system is seriously lack of art quality education. Students have limited knowledge of literature, aesthetics, history, philosophy, sociology and anthropology, and lack of abilities to dominate the achievement of profound traditional culture and human culture in modern society. In their design works, they use full of techniques, but little of human studies. Accordingly, in order to improve the quality of Arts Design Education and develop inherit of national art, we need to expand the knowledge in Arts Design Education and equip students with multiple cultural quality, which is an important problem we eager to consider in modern arts education.Begin from the research of status of Arts Design education, after investigation and analysis of the status of our national Arts Design and Education, a general problem was settled up and the reason, which is the lack of cultural quality in design works and design education, was summarized and the selection topic was brought forward: the effect of cultural quality to Arts Design and education. Through the analysis of relationship between cultural quality, Art Design and education, the meaning of human development in cultural quality is provided with the path to this status:1.Reform the construction of Art Design subject. For the vulnerable cultural quality, the lack of innovational spirits and the dependent thinking ability on the framework of Art Design subject, to avoid the works with dull thoughts and conservative cultural meanings, we should intensify the cultivation of quality education, such as the Chinese classics, poetry and national culture, history, philosophy and aesthetic. On purpose of improving the cultural quality of students and the development of subject and aiming to fulfill the mission of cultural inherit and educational enhancement, we should arrange literature and aesthetics as compulsory, and history and philosophy as optional.2.Emphasize the importance of history of art on art education. Ideology decides to conduct. To fundamentally change the general lowness status of students'cultural quality, we need to firstly consider the value and position of Art history on Art Design Education. Histories of Arts included in Industrial Arts are very significant in Arts and Design Arts Education, which are fundamental subjects and the basis of arts creation and theory, not only equip with the function of cultural inherit, moral instruction and patriotic education, but also could enhance students'and designers'art quality.3.The reformation of traditional education style.The problem we face in our national Arts Design Education, is that students are lack of innovation and created training on the frameworks of traditional education; students have little vivid characteristics under the unified education forms and training forms; educational activities are unrelated to social practice. In the result, students turn to be lack of subjective, innovations, thinking abilities and experiences of social activities. The inspiration of Arts design origin from life and thinking, and the way we gain knowledge are both directed and undirected. Therefore, with more outside activities, arts examine, collection of life experience, selecting topics to teach purposely, the direction of development and reformation of our national Arts Design Education is to cultivate the Art designers learn how to think and to be compatible with broad interests, profound cultural qualities and creative spirits.
