Objective Through in-depth investigation the county hospitals and township health human resources for health policy status, then on this basis, to explore the related factors of rural human resources for health policy.In order to improve the rural public health service system to provide theoretical basis to promote the improvement of human resources for health in rural areas policy.Methods Use the theories and methods of Sociology, Management and Statistics in this investigation, use qualitative and quantitative research methods together. Main methods include:①Literature research method;②Spot investigation, through surveys, in-depth personal interviews, panel discussions to acquire qualitative and quantitative data for this study;③Health statistics method:mainly use descriptive statistical methods to illuminate the resources allocation and service conditions of rural public health service system;④Canonical analysis:Analyze, abstract, integrate and summarize the materials collected,analyze the existing problems of rural public health service institutions and the factors affecting their normal functions;⑤Policy analysis methods:Based on the research and analysis of rural public health service system function status, explore optimization strategies of rural public health service system.Result Human resources for health in rural areas in allocating resources, continuing education, performance evaluation, talent introduction of several aspects of the policy, largely unable to adapt to the development needs of the vast rural health services. Fundamental constraints raise the level of health of rural residents. Embodied in the following areas:①The Government's financial investment in primary health services is still very scarce compared with the current needs of primary health services, between the government finance investment and the actual needs of rural health services have a large funding gap, the primary health institutions business income is an important source of the institutions and cost compensation approach.②The lack of highly educated health personnel situation has not significantly improved, in most primary health services, still only doctors and nurses in the maintenance of the functioning of health institutions, to do their own work at the same time also serves multiple roles. Health services are weak, most hospitals can only carry out basic diagnosis and treatment services.③Performance appraisal system is obsolete, most health service organizations performance evaluation results are not linked with the pay-the-job workers so can't be played on the fundamental role in promoting and encouraging, leading to health workers, lack of passion and self-motivated.④Continuing medical education training is a single, boring, and students only passively listening but not actively involved. Leadership in primary health institutions choose to participate in training personnel unfair, has led some workers on chance to improve their capacity through training.⑤In recent years, began to have some talent to attract the implementation of the policy, and also obtain some results, but due to lack of support of special funds, can't form a system of talent attraction policies.Conclusions①Government lack of the guide policy, which restricts the development of human resources for health in rural areas.②The obvious policy shortcomings in performance evaluation, can not play the role of incentives, long-term past, resulting in making progress in the working personnel slacking.③Continuing education:most forms of training is obsolete, training combined with the local conditions are not close, a large extent restricted the effectiveness of training, some worker have passive attitude on the training.④Talent attracted no system policy, especially the introduction of high-level health personnel problems of their children in school in many places is still not been resolved,restricted to the introduction of personel. methods to optimize the status of human resources for health in rural areas:①Financing responsibilities to strengthen the government's basic services, the establishment of the local budget system and a reasonable intergovernmental transfer payment system, standardize the behavior of governments at various levels, reasonable clear at all levels of government shared responsibility;②Establish a sound performance evaluation system, combining income and performance evaluation results of the health workers;③With reality and constantly improve continuing medical education system and supporting policies and improve the township hospitals and health-service training of technical personnel and village doctors-the-job training system;④Further strengthen the culture of the village students of various medical colleges and universities orders given to improve and strengthen the mode of training general practitioners, such students are better able to adapt to the needs of rural health services;⑤Change the governmental public health input method, innovate the public health service mode.
