Research On Policy Of Medical Service In China

The medical industry is not only one major issue relating to the national economy and the people's livelihood, but also a problem that governments around the world can not avoid and work to solve to. In China long-term relaxed government regulation causes outstanding problems in medical service industry. Poor access and high cost have become two hot discussion topics in ordinary people. During the earlier period of this century, the medical policies which were launched by government aimed at solving the problems left over by history in medical service industry, but failed in the end. Then new medical reform emerged at the right moment.2011 is the ending of new medical reform. However, the interim evaluation report showed that the tasks of new medical reform did not reach the expected purpose. Because of the conflicts of interests under the old system and convention, offside industry environment under traditional administrative styles, and lack of referring experiences, problems can not avoided in medical service industry. Medical policy setting is an important issue that governments around the world keep on working on. It becomes more complex under different social economy and humanity environment, as well as the choice of government between fairness and efficiency.Based on the current situation of medical service industry in our country, this thesis analyzes the characteristics of the supply and demand and the performance of existing problem in medical service industry by adopting general economic theory. On the basis of the industry analysis on current situation, major problem and cause, through comparing with and studying the regulation experiences of main developed countries, it gives advices on strengthening referral system and resetting third-party supervision.The thesis is made up of 5 chapters, mainly falls into the following 5 parts:Part1, that is, chapter1 is the overviews of medical policy at home and abroad. It studies the medical policies in UK, USA and India from the supply side, the health polices of these three countries in turn are market oriented type, government leading type and referral system. In this thesis, it introduces the advantages and disadvantages of the medical policies of developed counties, and discusses the characteristics of that of those developing counties which equal to China, and gives a brief overview on current policy in our country. It takes the above introductions as the base and premise of following analysis.Part2, that is, chapter2 is development process of Chinese medical service industry.In this chapter, it gives the definition to medical service industry at the beginning, defines the research scope as per international standard, and explains why to choose hospital as the research topic. The thesis introduces the Chinese medical service industry under different classification standard, and talks about the development process of this industry. From this chapter, we can realize that the setting of medical policy has close relation with national economic environment, and the customs left over by history has great effect on later medical policy reform.Part 3, that is, chapter 3 is the economic analysis of existing problems in medical service industry.The thesis analyzes the characteristics from two basic aspects---supply and demand. Asymmetric information is the root of all other characteristics of medical service industry. Due to this reason, the importance of medical service aggravates the regulation function of government. At the end of this chapter, it presents some existing problems through some demonstrations, such like medical resource distribution, medical costs and bonus, entry and exit barriers.Part4, that is, chapter 4 is experiences and enlightenments from medical service policies of main developed countries. In this chapter, the thesis introduces the medical polices in Korea, Hong Kong and USA, and make a presentation on health care in USA in detail. Through introducing the practical experiences of American policy, it points out its success and shortage by comparing, by this means, it raises an enlightenment for medical policy reform in our country.Part5, that is, chapter5 is policy suggestion.Aiming at the existing problems, the thesis raises measures and suggestions for Chinese medical service industry from referral system and third-party supervision through borrowing ideas form developed countries.The thesis not only does research on the price problem in medical industry, but also involves different aspects like industrial structure etc.Combining with the historical change of medical policy, with the conflicts of interests under the old system and convention and offside industry environment under traditional administrative styles, it analyzes the existing problems in Chinese medical service industry with demonstrations. Through the comparison of practical experiences between Korea, USA and Hong Kong, it raises measures and suggestions which are applicable for medical service industry in our country on the basis of borrowing successful experience for these 3 countries.The shortage of the thesis is that the analysis on existing problem in this paper is just discussed broadly but not in detail. The selective analysis is only done under supply and demand aspects; more detailed content on these two aspects could not be presented in the thesis due to limited knowledge and ability.
