Human society has entered the new 21st century. The 21st century belongs to the information age, and information will become a strategic resource to determine productivity and competitiveness. Hospital archives are an original first-hand information resource for hospitals to improve productivity, management level, social and economic benefits and competitiveness. In the recent years, the State departments concerned have attached great importance to construction of hospital archival information. China is building up a medical and health information system. How to make an effective use of hospital archival information resources to serve for all the work of hospitals in high speed and quality, and satisfy the needs of hospitals and the society for utilization of hospital archival information? How to establish a practical sharing management information system of hospital archives according to the rules and the characteristics of hospital archives? It is a new subject that archival management departments of all kinds of hospitals at all levels in China are generally concerned about and have not resolved yet.Summarizing archival work experience for many years, the article takes Comprehensive Archives of China-Japan Union Hospital of Jilin University for an example, and discusses in detail the process of design and implementation of a networking management information system of hospital comprehensive archives used by a number of users.There is a relatively small space to use foreign systems for reference in terms of developing management information system of hospital comprehensive archives because of the significant differences in national conditions and systems of hospital management, hospital personnel management, and archival management between China and some developed countries. This determines development of hospital archival management software system in a domestic road. There are 4 development ways of archival management software system, including independent development, joint one, entrusted one and secondary one after purchasing commercial software. Which way you choose depends on technology, resources and environment. By cons, the research thinks that it would be better that Comprehensive Archives of China-Japan Union Hospital of Jilin University takes the road of independent development.ⅠResearch Objectives⑴Through construction of management information system of hospital comprehensive archives, the research aims to achieve sharing of hospital comprehensive archival information resources and provide a convenient and efficient archival information service in high quality for hospitals.⑵It aims to transform a traditional half-closed management model into a modern open management and service model of hospital archival management departments. It would be better for archival work to serve for the public.⑶It aims to prevent disasters and protect security of archival information.⑷It will be a useful reference to construction of archival information for all kinds of hospitals at all levels in China, particularly for the hospitals attached to Jilin University.ⅡResearch Tools⑴It adopts today's international popular PHP+MySQL program design.⑵It depended on OA system platform with a B/S technological structure.ⅢOverall framework and Module Functions of the System⑴The overall framework of management information system of hospital comprehensive archives is made up of portal layer, application layer and data layer.⑵Through proposing "function classification of hospital comprehensive archives", integration of archival information resources and users'needs analysis, the research determines composition of system modules. The system modules consist of 13 management modules which are 11 archival management modules (including instrument, medical treatment, teaching, articles, works, subjects, awards, infrastructure, equipment, publishing and finance and accounting), 1 function management module and 1 system management module. ⑶The system has 2 kinds of interfaces including user interface and administrator one. Each interface comprises 13 management modules with some menus. Archival management modules have the functions, such as query, input, printing and loan registration; function management module has a centralized printing function; system management module has the functions, such as system log management, database backup or recovery management, message management and password management.ⅣResearch Conclusions and Prospects⑴Through running the system and testing the indicators of the basic functions and the performance, the research thinks that the archival management software system is advanced, practical, easy, compatible, extensible and general. In general, it meets national standards and industry standards on archival work, and reaches the expected research objectives. It preliminarily implements sharing of information resources of hospital comprehensive archives and provides a networking service platform of archival information for all the hospital work.⑵The hospital archival management department has achieved a transformation from a traditional half-closed management model to a modern open management and service model. The transformation is a qualitative leap in the process of hospital archival modernization.⑶The research proposes "function classification of hospital comprehensive archives" that is flexibly applied to system module design. The archival management software system still has some shortcomings. In the future, the archival management department will constantly seek the views and the suggestions of the users to gradually improve and perfect the system functions, and develop archival digitalization, integrated management of documents and archives, and secondary development and utilization of archival information resources based on it.
