Drug recall by pharmaceutical manufacturers is a measure of recycling the drugs that have been marketed and have safety problems, to avoid the defect drugs continue to circulate in the market and reduce the potential health damage. Drug manufacturers are the subject of recall and bearing the total recall costs. Facing massive cost of drug recall, pharmaceutical manufacturers are discouraged inevitably, which will be detrimental to the development and improvement of drug recall. Therefore, to enhance cost management of drug recall has important practical significance.This article cuts in from the general situation of drug recall, analyzing the characteristics and object of drug recall, describing the meaning of recall for consumers, companies and even the pharmaceutical industry and parsing the role and relationships of the various elements in the recall process and the obstacles of implementing the drug recall. Through the comparative analysis of drug recall and vehicle recall, the author proposed the theoretical model of drug recall cost and explored the influence of the basic situation of drug recall, the action of the main parts, consumer response and recall effect on the recall costs farther. Finally, the write puts forward strategies and recommendations for cost management combining with the status of China's Drug Recall: multi-channel financing to share the drug recall cost of enterprises; enhancing the quality management system of R&D and production to check the source; improving adverse drug reaction monitoring to find the problems timely; maintaining drug information smoothly to improve traceability; designsing a recall scientific program, organization drug recall rationally; doing well with corporate crisis public relations to foster a good-healthy company image.
