As one of the public goods, the essential medicines' availability regulatory responsibilities only owe its responsibility to the government. However, incomplete information and inherent defect of government always lead the essential medicines availability to be failure, and bring the essential medicines availability effect on incentive incompatibility at last.Till now, the study on incentive compatibility mainly focuses on generic theoretic analysis. It rarely involves the incentive mechanism design of supervising organizations. There is no study based on the establishment of incentive theory to the essential medicines availability regulatory. To make up all of the shortage listed above, this paper analyzes the availability of essential medicines status, obstacles and causes of the introduction of an effective incentive theory to explore the availability of essential medicines regulation. The principle use of information economics and game theory analysis, essential medicines will be placed on regulatory issues and the information asymmetry between the principal-agent analysis framework, the establishment of essential medicines and the problem of the theory of incentive regulation model essential medicines supply chain, respectively, and regulators the incentive problems at two levels the theoretical exposition of the basic drugs can be obtained and the nature of effective supervision should be to motivate as a guide, the regulatory authorities and medical institutions, the public (patients) and regulatory authorities to design the incentive compatible regulatory model. Finally, the paper presents policy recommendations for the essential medicines.
