BackgroundAt present, the health human resources in the hospital is part of the system of health resources, including nursing human resources is an important component of system of health human resources. Nursing human resource allocation is scientific, normative, not only directly affect the hospital health services overall quantity and quality, also affect the long-term development and demand of health system, even will affect human health system overall utilization and standardization. At present, in order to adapt to the new requirements of the people’s growing health and cultural needs and social and economic development of career development and reform of nursing and the new goal, according to the requirements of the country the overall development of health system in12th Five-Year Plan period and the in-depth reform of the medical and health system requirements, as well as the health long-term talent development planning (2011-2020) and the Ministry of Health issued the China nursing career development plan (2011-2015) to promote nursing career in the12th Five-Year Plan period of health, science, sustainable development. In order to further implement and convey the Ministry of health on the current development of China’s health care system enterprise spirit, with Shandong the province makes reliable consistent nursing development plan, promote overall development of Shandong province nursing talents team construction and care, is the investigation and analysis system of Shandong province hospital nursing human resources situation, to conducive to the promotion of high quality nursing service demonstration project.ObjectivesThrough the investigation and analysis this study status of the nursing human resources allocation in Shandong province, find out the nursing human development change rule, analysis the actual problems existing in the current nursing human resource allocation, and puts forward possible countermeasures and Suggestions. Specific purpose is as follows:to understand the present stage the number and distribution situation of nursing human resources in Shandong province as a whole; Using the linear ratio index analysis of nursing human resources allocation situation in Shandong province; Using the Gini coefficient and Lorenz curve to evaluate nursing human resource allocation fairness; According to the analysis results, this paper puts forward possible countermeasures and suggestions.Materials and methodsAccording to the purpose of this study, literature review method is used to refer to Shandong statistical yearbook (2007-2011),2007-2011China health statistics yearbook and other materials; Using percent, mean, charts, and other related indicators to describe the hospitals and township health hospital nurses’ age, working years, record of formal schooling and title distribution, using chi-square test with different size and different levels of the general hospital of the medical than comparing with unified standard issued by the ministry of health, using the Lorenz curve and Gini coefficient to evaluate nursing human resources distribution is there fairness in Shandong province in2010; To issue all of the information collection, screening effective information and form a uniform number, using the computer Excel database system established, the data using SPSS18.0statistical software package for analysis processing.Results1.2006per thousand population in Shandong province in2010nursing staff ownership of1.40, nursing human resources is the average annual growth rate of10.65%, average growth rate is0.72%, the province’s population nursing human growth in ultra the province’s population nursing human growth in ultra high speed growth; 2. Nurses’ age structure, according to the Shandong province in the age distribution of the hospitals and township hospitals nursing staff mainly concentrated in the25to34years old, at an age average around the age of32, including urban and rural areas of the nursing staff of Laos, middle-aged and young age present flat triangular pyramid form;3. The degree of nursing personnel structure, according to the results of Shandong province hospital of master graduate student, undergraduate course, specialized subject, and or technical secondary school, technical school and graduated from high school, and so on various levels of nursing staff in proportion is0.11%,18.90%,44.07%,18.90%,0.06%,1.46%, in towns and townships proportion of each corresponding nursing degree level in turn0.01%,4.05%,35.46%,4.05%,0.08%,1.90%, Hospital nursing degree hierarchy structure in the present urban and rural areas have no sharpness, super flat pyramid form;4. Nurses’professional titles structure survey in Shandong province hospital is high, the subtropical high, intermediate, division/assistant, level, slots, etc. Various titles in the proportion of0.07%,3.31%,31.51%,31.33%,28.46%,5.32%, in towns and townships corresponding title proportion of nurses at all levels, in turn, was0.00%,0.26%,19.14%,49.96%,47.96%,27.36%,47.96%, urban and rural hospitals nursing staff, senior, intermediate, junior professional titles structure level present no sharpness, super flat shape of pyramid form.5. Different levels of comprehensive hospitals in Shandong province medical proportion compared with the standard issued by the ministry of health this research shows that:the average medical proportion of primary, secondary and tertiary hospitals in order to1:1.04(unified standards issued by the ministry of health of1:1),1:1.24(the unified standard of1:2) issued by the ministry of health and1:1.37(the unified standard of1:2) issued by the ministry of health,116different levels of specialized health institutions medical ratio results showed: primary, secondary and tertiary hospitals an average proportion of medical order of1:1.17,1:1.39and1:1.68;6. General hospital in Shandong province have different number of beds, the hospital beds<300is the average proportion of bed guard1:0.42(unified standards issued by the ministry of health for the1:0.40-0.46), hospital beds for300-300is the average proportion of bed guard1:0.49(unified standards issued by the ministry of health for the1:0.50-0.52), hospital beds>500is the average proportion of bed guard while48(unified standards issued by the ministry of health for the1:0.58~0.61);specialized health institutions different scale to116hospital, hospital beds<300is the average proportion of bed guard while beds of health institutions,36300-500average bed guard for a1:0. More than35500beds health institutions of the average bed than for a1:0.47;7. Overall nursing human resources in Shandong province the population distribution of Gini coefficient was0.095, the geographical distribution of nursing human resource Gini coefficient was0.126, both in0.2the following;8. Nursing staffing per thousand population index is low, in Shandong province in2010nursing staff number per thousand population was1.64, ranked11th in the nation.Conclusion and suggestions1. Shandong province overall shortage of nursing human resources per capita shows large, comprehensive hospital nursing staff in the vacancy phenomenon is more obvious; Highly educated level and senior title of professional nursing personnel quantity is less, can’t meet the development needs of nursing science in Shandong province, with the growing demand for care services to people at present stage;2. The overall weak link in nursing human resource in Shandong province for the majority of nursing human resources in rural areas less overall quantity and quality is low, so the health administrative departments at all levels shall actively attaches great importance to the whole nursing talents team construction in rural areas;3. The irrational proportion of overall medical phenomenon is common, in Shandong province on the geographical distribution of fairness, rationality of nursing personnel has certain gap, so the health administrative departments at all levels should strengthen, to a reasonable allocation of nursing human resource, micro and macro regulation and control is the basic method to solve this problem.
