In the background of globalization, the society has changed from a "society of industries" into a "society of risks", in which personal risks are increasing. In response to such risk society, China has initialy established a social medical treatment ans security net, covering the majority of the urben and rural residents. New healthcare reform plan in 2009 proposed to "establish and improve rural medical treatment and security system". How to improve rural medical treatment and security system becomes a major concern of the goverments'essential mission. In the process of improving rural medical treatment and security system, govermental actions are certainly essential. However, can the government solve all the problems? Based on the example of the reforms in western welfare countries, which choices and what adjustments should we take? Is it appropriate for the government to intervene on every aspect? What problems would threre be? How to solve them? Moreover, while currently the state financial investment remains insufficient to support the construction of rural medical treatment and security system, what stategies should we take to effectively ensure good health of rural residents? This paper argues that non-govermenal organizations could be a choice, to solve the problems stated above, because non-govermental organizations have their own advantages over involvement in the construction of rural medical treatment and security system, which lies in their excellent management, low management cost and high efficiency, in their natural affinity, which is the bridge and link between the authorities and the public; and in their flexible structure, offering diversified and personalized services accordingly. Non-govermental organizations'involvement in the construction of rural medical treatment and security system has a basis on the welfare pluralism theory and the pratice of socialization reform of social security, which constitute its theoretical and pratical basis.In this paper, it firstly makes a detailed introduction in the developments and achievements of rural medical treatment and security system; secondly, based on analysis it brings up the exsisting problems in the process of improving the rural medical treatment and security system, tries analysing on the causes, and comes to the conclusion of the feasibility of non-govermental organizations' participation in the construction of the rural medical treatment and security system; thirdly, it expatiates and demonstrates the necessity, basis and function; forthly, it introduces the successful experience of non-govermental onrganizations'participatation in Janpan and India, and comes to an important revelation; fifthly, it points out the actual difficulties exsisting in non-govermental organizations'participation; and lastly, it gives proposals to the way how non-govermental organizations participate in the improvement of rural medical treatment and security system, and relevant strategies and suggestions.
