| China government and Singapore government signed an agreement to build eco-city in Tianjin on November 18,2007. And this strategic cooperation project between the two governments of China and Singapore has officially started on September 28,2008. And how to build the public health service system of Tianjin Eco-city must be considered in the town planning, and we have not found the eco-city public health service system for reference. This study is based on the research and comparative analysis of the framework and operating mode of public health service system at home and abroad, and aimed to bulid a public health service system with Chinese characteristics and suited to the new features of China Tianjin Eco-city under the guidance of scientific concept of development, which is combined with China basic national conditions and characteristics of Tianjin Binhai New Area. So that provide a theoretical basis for the government to make appropriate policies and make a good model for building and reform of overall public health service system in China.This study takes literature study and experts consult. Collect and refer to the domestic and foreign literature by system, including that access to professional journals, monographs, policy information, search literature databases, etc. Recasech and analyze the relevant data by visiting the Ministry of Health Information Network of various countries. Interview with experts in the fields of health management, health economics or macro-economic, sociology, public health, and other disciplines. And listen to their suggestions. Conducte and analyze various types of information to find the way to resolve various issues combined with interviews. And complete the preliminary framework of public health service system finally.The results show that we can find the existing problem of our public health service system through the comparison of public health service system in China and Singapore to build the public health service system based on the comparison and summary can make the eco-city residents get a more comprehensive public health services.In this study, the guide concept of eco-city public health service system include that establish concept of great health, take ecological medical model, reflect the care of whole life, complete the tertiary prevention of disease, promote the balance between supply and demand of health service resources. Take territorial responsibility, hierarchical control and community-focused as the principle for building. Construct organizational structure of eco-city public health service system, and configure the health resources, including financing, construction area, staffing, bed set, establishing information networks, etc. Assess and evaluate eco-city public health service system according to performance appraisal guidance of strengthening basic public health services from Ministry of Health and the Ministry of Finance and indicators of healthy city. Form the initial framework of public health service system to achieve the main designed health indicators of eco-city development.The public health service system is closely related to the health of the eco-city future residents, and helpful to protect the public health and human resources. It is an important foundation for the improvement of productivity and the promotion of economic development and social progress, and also related to the overall virtuous circle of ecological environment. In this study, the research of public health service system framework is based on the initial planning of eco-city setting, and some details still need to be improved. With the completion of the construction of eco-city and the development of population, public health services system should be adjusted to meet the requirements of eco-city, so that provide the residents public health services and protect the their health better. |
