Studies On The Eco-city Construction Of Changsha Under"Two-oriented Society" Background

In recent years, with the increase of population, the progress of science and technology and the development of society, our country city changes process is developing rapidly. The rapid development of the city and promotes China's social and economic, but the destruction of the ecological environment, the pollution of the environment pressure increases a series of problems at the same time. In order to cope with the increasingly serious environmental pollution situation and protect the ecological environment in city development process from damage, the search for sustainable city construction and development mode is instant.Therefore, construction of an eco-city is characterized by cyclicity,harmony,high effiency,contin uity,informatization and so on,which is still the only route of development of the city.Changsha is formally approved by the state of the one area of construction of ecological city. As Changsha been approved as national "two-oriented society " construction of comprehensive reform experimental district, its Ecological City Construction happens to coincide with " two oriented society " construction target. It played a positive role in promoting and facilitating. Changsha has superior natural condition, advanced city competitiveness, rapid developed social economy and improved cultural quality.But in the development of the city, environmental pollution problems have become increasingly prominent and the ecological environment situation gets severe.In the construction of Changsha as a "two-oriented society ", to improve the construction of ecological city in a healthy and rapid development way, to realize the sustainable development of the city, in this paper, based on the ecological city construction proposal and actual situation, we studied the ecological city's concept and connotation, formed an ecological city oriented including4sub system: Environment, Economy, Culture and Society. From these4sub system, we further build the ecological city construction's4objectives, and the evaluation system with '4Components'. Based on the analysis of the '4Component' from2007to2010, we can see in the construction of the ecological city of Changsha, the current development is not in a healthy and balanced way. Resource and environment development is slow, social ecosystem also did not get improved significantly, people's ecological consciousness is not strong, and economic development remains depends on resource consumption and the expense of the environment, which bring unfavorable factors to the ecological city construction in Changsha. To improve the city quality, above problems must be addressed to build the eco-friendly city.Through the analysis and evaluation of the situation and problems in building ecological city construction in Changsha, we get the following trategies. First, we should raise awareness of ecological civilization and take ecological construction transformation; Second, Planning and design should go ahead; Third, we develop ecological industry by using the concept of circular economy; Forth, we can build low carbon ecological tourism industry; Fifth, ecological connotation should be integrated into cultural industry; Sixth, do well afforestation and optimize the ecological environment; The last one is improving the city environment to build the livable city.
