Drought And Solutions In The History Of Yunnan Province

Since the fall of2009, vast areas of Yunnan Province have been on severe drought,causing large loss, which has aroused wide concern and my interest in the study of droughthistory in Yunnan Province. How about the drought situation in the history of YunnanProvince? What prevention and control measures for drought were used in ancient times?Based on these problems, I investigate the characteristics and related laws of drought occurredin Yunnan Province, sorting out the basic causes of frequent droughts happened in this region.Next is the summary and analysis on drought prevention, mitigation, relief measures andmethods in history, carring out excavation and combing the prevention and control system inthe history of Yunnan drought, to sum up the experience and lessons in ancient times, frompre-disaster warning, disaster process control, disaster relief, victims assistance andproduction recovery in Yunnan drought prevention and control system to makerecommendations accordingly.The first part is the introduction, a systematic introduction to this topic, background,significance, domestic and foreign research overview, research contents and methods as wellas innovation points, pointing out that the study on historical Yunnan drought has importanttheoretical and practical significance. The features and differences of this article contrast toformer research are also summarized in this part.The second part mainly focuses on the disaster situation and causes in Yunnan Procinceboth in current and ancient times. It includes the drought circumstances and reasons, historyof Yunnan regional changing, historical data compiling on drought, statistics on majordrought causing severe damage, accounting and analyzing a typical drought in the history ofYunnan Province which has high similarity with the recent Yunnan drought. Based on thehistorical data above, this part makes analysis and summary on the characteristics and lawsabout historical drought in Yunnan Provinve and gives out the main causes.The third part is to sum up disaster prevention, mitigation and relief measures andmethods related to drought, as to inspect the government and civil behavior through the entire drought process occurred in the history of Yunnan Province, including pre-disaster prevention,disaster control, agriculture mitigation, disaster relief, production restore and other policiesand measures.The fourth part is based on field research combined with the regularity andcharacteristics in the history of Yunnan drought summarized above, to see what we can learnfrom the ancient times and what should do to improve the drought prevention and controlsystem. This part summarizes the problems of water conservancy construction, which isclosely related to the drought prevention and control, from the water conservancyconstruction standard, storage type water conservancy, key areas construction, management,maintenance and other aspects, and then gives out strategies and recommendations.
